[Win10 Pro 64-bit] Interstate '76 settings not changing based on the configurator

After experiencing some crashes due to DGVoodoo in I-'76, I decided to try NGlide, and it's running fine and even solved those crashes, but I'm having a problem where nothing I set on the configurator app for NGlide actually affects the game. It's running in 4:3 Centered and not covering the whole screen, and trying to force it to a higher res to lower the amount of jaggies isn't doing anything either. I'm also not getting any 3DFX splashs screens in game, despite that being on. Any suggestions?

let me know the exact version of Interstate 76 you're running
