Perhaps it's the mipmapping introduced with 2.10. Is it also that slow with default MiniGL?

That's odd. I have 30fps (as designed) with max details in 4K with both video backends on my GTX 960.

I'm not using any compatibility modes on NASCAR Racing 3.exe.

Try launching the game with NAS3DFX.BAT. Do you have it in your game folder along with NAS3DFX.EXE?

"Per App" = nGlide sets a 60hz refresh rate, but doesn't limit FPS. It does limit the framerate in this mode as well, unless.. you left enabled Vsync in configurator, but forced to disable it in your graphics driver panel (frame limiter isn't enabled if nGlide can rely on Vsync). "12...

Most old games did not support widescreen resolutions at all, so NGlide doesn't check whether an actual widescreen resolution is set ingame and thusly cannot handle it properly. nGlide knows the source resolution and it knows if it's widescreen or not.
