Found it!

You have the same graphics card, but... different CPU so I thought maybe I should test the game with my other PC that has Sempron installed. And guess what? It glitched! Which unfortunately means only one thing - AMD-code path in 3dfxvgl is broken.

I updated the file so now it uses default code path for all manufacturers.
Please download it, enable the extension and... have fun.

Interesting...
I can understand the "not a Voodoo 2 path" problem. 3dfxvgl is included in Voodoo2 drivers only after all, all others 3dfx videocards use 3dfxogl as the ICD name.
Then this trouble...

Perhaps AMD changed something in 3DNow instruction set in their newer processors.
