GTA 2 is the another of the "nGlide is not being detected as Voodoo card" issue. With the EA as the biggest culprit.
Check for the files "3dfx.dll" and "DMAGlide.dll" in the game dir. If you don't have those files - your version is not glide compatible.

Tested with I'76: Nitro Pack and Win7 64-bit/Pherom II/ATi HD 5730.

Looks like 64-bit issue.

Nglide uses in-game resolution by default, so if you want to change it - change it in the game itself.
For the widescreen monitor - it's native resolution is the best. So again - can't see the point. You have two lcds with different native res?
Imho, .ini is not needed.

AFAIR only "Total Annihilation: Kingdoms" is the glide game. "Total Annihilation" not supports glide at all.

5:4 aspect support.
